Prevention of torture in detention premises is a must

From February 15-16, 2024, the National Commission for Human Rights conducted a training of Rwanda National Police (RNP), Rwanda Investigation Bureau (RIB) and Rwanda Correctional Services (RCS) officials, in collaboration with Rwanda Bridges to Justice (RBJ). The training focused on human rights enhancement and prevention of torture in places of detention. The training also focused on implementation of Luanda Guidelines in their daily activities towards the treatment with dignity for persons deprived of liberty.

Further discussions focused on the right to mental health and trainees discussed how to address issues that may be raised by persons with depression, anxiety & personal disorders in correctional facilities. The training session also focused on implementation of Nelson Mandela Rules which contains rights and obligation of inmates, correctional facility management, safety, security, staff training and dignity for all.

At the end of the training, trainees improved their understanding of legal and procedural safeguards to professionals from criminal justice chain to prevention of torture, and other forms of ill-treatment in custodial settings. They came up with identifying challenges that may lead to torture and other forms of ill-treatment in custodial settings; and they proposed concrete facts to cope with challenges that may lead to torture and other forms of ill-treatment in custodial settings.
