Musanze, September 29, 2026 — The National Commission for Human Rights (NCHR) has launched a five-day training for justice, law enforcement, correctional and rehabilitation actors to strengthen human rights-based approaches to offender reformation, rehabilitation and reintegration.

The training, taking place at Rwanda Peace Academy in Musanze District from September 28 to October 2, brings together more than 70 senior officers from institutions involved in justice administration, law enforcement, correctional services and rehabilitation.

NCHR Vice Chairperson Tuyizere Thaddée officially opened the training, organised in partnership with the European Union Delegation in Rwanda under the project Strengthening the Promotion and Protection of Human Rights in Rwanda, with facilitation from Rashtriya Raksha University (RRU) of India.

The programme covers offender rehabilitation, behavioural change, alternatives to imprisonment, human rights-compliant offender management, preparation for release, social reintegration, and mental health and psychosocial support in custodial settings.

Through presentations, group discussions and practical learning, the training aims to strengthen participants’ professional skills, improve institutional coordination, prevent torture and ill-treatment, and promote the humane treatment of persons deprived of liberty.

The initiative aligns with NCHR’s mandate to promote and protect human rights, including monitoring places of deprivation of liberty and recommending improvements in the treatment and living conditions of persons in custody.
