NCHR, SHRA and SDC Conduct Joint Visit to Detention Facilities in Nyamagabe

The National Commission for Human Rights (NCHR), in collaboration with the Office of the Senior Human Rights Advisor (SHRA) and the Swiss Agency for Development and Cooperation (SDC), conducted a joint visit to Nyamagabe Correctional Facility and Gasaka Police Custody on 28 April 2026.

The joint delegation assessed detention conditions and examined the protection of the rights of persons deprived of liberty, as part of ongoing efforts to strengthen collaboration between NCHR and its partners.

During the visit, the team held discussions with facility authorities and conducted on-site observations focusing on living conditions, treatment of detainees, access to basic services, and respect for fundamental human rights safeguards.

The delegation reviewed progress made, identified good practices, and discussed challenges requiring further attention, including the protection of vulnerable groups and access to legal safeguards.

Partners noted improvements in detention conditions, particularly in social welfare and access to justice. They also commended support provided to children living with their mothers, including a dedicated kindergarten at Nyamagabe Correctional Facility, as well as ongoing renovations aimed at enhancing detainees’ dignity.

The joint visit reaffirmed the commitment of NCHR and its partners to continue strengthening cooperation and promoting respect for human rights in places of detention. A joint report with recommendations will be produced to support continued improvement.
