NCHR Holds Training on UPR and UN Treaty Body Mechanisms

The National Commission for Human Rights (NCHR) on Monday, March 9, 2026, started a four-day training aimed at strengthening the capacity of national stakeholders to effectively engage with international human rights mechanisms.

The training brings together NCHR Commissioners and staff, as well as members and staff of both chambers of the Parliament of Rwanda. It focuses on the Universal Periodic Review (UPR) and United Nations Treaty Bodies mechanisms.

The first two days of the training are taking place in Bugesera District and involve NCHR Commissioners and staff. The following sessions will bring together parliamentarians from the Senate Committee on Social Affairs and Human Rights and the Chamber of Deputies Committee on Unity, Human Rights and Fight against Genocide, alongside NCHR representatives.

Speaking at the opening of the training, Providence Umurungi emphasized the importance of strengthening national capacity to engage with international human rights systems.

“Strengthening our engagement with international human rights mechanisms is essential to ensure Rwanda continues to meet its commitments and further promote the protection of human rights,” she said.

The training aims to enhance participants’ understanding of international human rights reporting processes, strengthen skills in monitoring and follow-up of recommendations, and promote stronger coordination between Parliament and the NCHR.

Participants will discuss key aspects of the UPR and treaty body systems, including reporting procedures, implementation of recommendations, and the role of national institutions in ensuring Rwanda meets its international human rights obligations.

The training is organized by the NCHR in collaboration with the Office of the United Nations High Commissioner for Human Rights (OHCHR) and the Swiss Agency for Development and Cooperation (SDC).

It is expected that the training will strengthen cooperation between Parliament and the NCHR and support more effective monitoring, reporting, and implementation of international human rights commitments in Rwanda.
